Is “Chad” a ripoff of “It’s Pat “

I've never really paid much attention to the show but when I've had it on it seems more like Chad is just awkward but not sexually ambiguous, which was kinda the whole thing with Pat.

The whole gag with Pat was you didn't know their gender. Was Pat male or female?

Chad is just a boy played by a female actor. At least that's what I read because it looks awful.
