I felt like I already knew all of this, but I had to check Wookiepeedia before I posted. I never made it through the third Aftermath novel to learn the details.
From what I understand, The Imperial Remnant is/was just a puppet government left in charge of Coruscant that has no military or real power.
30 years after the end of the war, I can't imagine there's much if anything left of the Imperial Remnant that hasn't joined the Republic or isn't already a part of the First Order.

The point I made was the ease of which the remnant could return. They own the industrial heart of the galaxy. The only thing stopping them from a swift military buildup was The Republic.
They have time and distance on their side. TFO is not going to be in position for a major strike for some time.
