No. If it was actually good, they'd take their chances with it in theater. Toy Story 2 was originally supposed to be direct to DVD/Video, but when Disney saw that they may have one-upped the original, they gave it a theatrical release and upped the budget.

Sandlot 2 almost gave me cancer. I would never even think of watching Sandlot 3.
