She wrote sketches for Chris Farley when she was just starting. She wrote weekend update jokes. She wrote the vast majority of parody sketches you saw for the better part of a decade.

Gilda Radner, IIRC, was even able to make fun of her own medical condition while she was dying of cancer.

My favorite will always be Gilda Radner. Her riff, as Roseanne Roseannadanna, on meeting Gloria Vanderbilt in a nightclub bathroom still cracks me up.
I would put Michaela Watkins second. She was only on for one year (I think Kristen Wiig had her removed from the show--no proof) but she was the absolute funniest on the show when she was there.
Kate McKinnon has a chance to be the best ever. Give her a couple more years. IMO, she's better than Wiig was already.

Jan Hooks was the best...(maybe not the funniest) but the best actress.
She could do anything. I think why she doesn't get much love - because she was used ALL OVER - to make the show work. She was the worker bee and glue along with Phil Hartman. She and him never had a signature "hook" or character to make them more famous.
Phil Hartman and Jan Hooks made SNL during it's most popular run in history - despite the more commercial popularity and success of Mike Myers and Dana Carvey and "Pat" etc.
