Good answers given. Cutty and Bubs are two of my three favorite characters on the show, I think because of how much they change.
I just finished season 4 on my second watch through, and the finale for season 4 still hits me emotionally more than any other show I have ever seen. The fates to that point of each one of the kids, then the last scene with Bubbles in rehab when Walon comes to see him.

He wanted to. It was still gonna take a few months for him to be approved a guardian though.
