He was going to kill the 2 dealers who killed Tomas, but Walt ran them down first. Even if Jesse didn't pull the trigger himself, he's been complicit in murders since season 1.

I watched the end again and still can't decide if Gomez got shot or not. What I initially thought was blood turned out to be how his shirt was buttoned.
