I tried to download the program required to use pirate bay and now I cant get on the internet with that computer.

yeah uverse blocked pirate bay and others from downloading to my cpu

You didnt need anything to download from pb. You now have something on your computer. Better format and reinstall.

maybe utorrent or something like that
I use XBMC alot more now,can find any show you ever want and can stream or download if you want.

Wish i could help but im the type that would have to see whats happening. Might want to do a restore but I am not sure that will help.

It said I had to download "Deluge" After that all hell broke loose. I am in the process of resetting back to factory. I am going to lose everything on the computer. I guess the worst that can happen is I have to drop it off by Tim's in the morning but I would like to find a solution without doing that.

not familiar with that program but a quick search says its not (although that might not be what you downloaded although it said that)
Apparently something is blocking within the settings. Open the task manager and quit the process and then see if you can get back on internet. It might be running in background.

You can't do a system restore to an earlier date that it worked?

try uninstalling the program first. That would be my first step

I have been trying since before seven this morning to get on the internet. The operating system is 8.1 and it is maddening. If this dosn't work I am seriously considering installing windows 7 on it.

1. uninstall
2. run something like malewarebytes (install from usb) since you cannot get on internet.
3. its possible your antivirus/deluge is conflicting thats causing your internet not to connect.
4. see #1 and lets go from there
