Can someone give me some cliffnotes on why Sam wanted to win HOH if she knew the person she nominated is going to come right back in the house?

I think I read that her feelings were hurt by Hayleigh and Kaitlyn making fun of her the night before. I'm thinking she wanted to win just to prove to herself that she could do it.
ETA: I would guess she is regretting winning HOH now though

bay is being too mysterious and even has me faked out. shes playing both groups pretty well and leaving out key details

Yep. Sam stood with the same pose in the HOH comp for at least 45 minutes. She shut down and was determined to outlast Kaitlyn. It just so happened that once Kaitlyn fell, Kaycee dropped and the comp was over within two minutes.
I don't think I've ever seen an HOH like hers. She would've told Kaitlyn and Haleigh that they were going up during the HOH reveal had production allowed her to. She had it set in her mind what she was going to do once she won. She told the house not to campaign and that she didn't want people trying to be friends with her just because she was HOH.
It sure as hell hasn't helped her game but it has been different and entertaining to watch. Before the veto ceremony you could definitely sense that no one wanted to piss her off because they had no idea what she might do.

I'm pretty sure she hasn't told her group about Rachel's proposal to her about voting with them. And if that is the case, that is a huge detail to withhold from her group.
Plus Fessy made the mistake of pissing her off today, right after she had just trashed him to Scottie.
To be honest, I think she is still undecided and is weighing her options at this point.

Kaycee is ride or die with Tyler, and I don't see her turning on him at this point.
And I'm not saying that Bayleigh will vote RS out, but if she doesn't after telling L6 that she would, she'll skyrocket up L6's target list. She was stupid for giving L6 a straight answer unless she is 100% going to vote with them.
