Draco Malfoy & Joffrey Baratheon. Best 'young' villains IMO. However Joffrey is legitimately crazy and sadistic, truly evil at his core. Draco, on the other hand, is just a whiny douchebag and him and his parents pissed me off when they left right when the battle is about to start in Deathly Hallows. Cowards!!
But yeah, I also think Joff and Draco are on two different levels of villainy because of the books' target audiences: GRRM wrote for adults, JK wrote for a whole range. So it's obvious that JK wouldn't put someone like Joffrey or Ramsay on her books
