The kicking team can move three seconds after the ball hits the ground if the receiver decides not to field it so I would guess hoping the ball bounces OOB would be risky.
I do think moving the ball to the defense's 45 is too big of a penalty, though.

Part of the problem was Novak insisted on doing his little step deal instead of getting in position so they could snap on the whistle.
