The kicking team can move three seconds after the ball hits the ground if the receiver decides not to field it so I would guess hoping the ball bounces OOB would be risky.

I do think moving the ball to the defense's 45 is too big of a penalty, though.

Part of the problem was Novak insisted on doing his little step deal instead of getting in position so they could snap on the whistle.

Its super easy to just kick a kickoff down the middle of the field.

He had plenty of time to do that while the ref was explaining the rule and the ball was being spotted.
