Again, an offensive play in football is determined by the RULEBOOK. It is not in soccer, it is subjective to the official.
What people are most upset about is that soccer is so unwilling to change to adapt to modern technology.
Every other sport utilizes it. Why not soccer?

I am not against upgrading technology, I just think time keeping isn't a problem. The timing is part of the nature of soccer's fluidity.
As for improving officiating by adding goal line technology, post match card assessment/repeal, and initiating a quick replay on blatant missed calls, is fine. Give an official reviewer 20-30 seconds to rewatch a play right after it happens, and link him in communication with the head official to confer it without slowing down the game.
Those are things to fix. Time isn't an issue.
