Taysom Hill couldn't make it through a season in college without getting hurt either and now he busts heads on special teams and plays H-back.

Burrow couldn't really play QB worth a shite until he could. Sometimes things change

Burrow has the best skill set for the NFL, he is also gonna get drafted by the Bengals. So he has some major hurdles in front of him.

Burrow has the football IQ of a 10 year veteran coach. His accuracy on timing routes and deep balls are phenomenal. Scheme has nothing to do with how smart/accurate you are with the football and reading defenses. The dude can sling it all over the field no matter how tight the coverage is with pin point accuracy. Sorry but I’m taking Burrow all day every day.

Easily could be someone like Jordan Love. He'll actually get to go to a good organization and be the beneficiary of those compounding advantages.

Assuming no injuries (since that was the original question) I'll take Tua.
