Who is the better shooter, Rondo or Westbrook?

Rondo used to be terrible, but now hes at least to be guarded. Westbrook has never quite figured out he cant shoot. Whats worse is he keeps jacking up terrible shots. For the longest I wouldnt have blinked and said Westbrook. Now I think it's at least debatable. Thoughts?
