mine would be no deals or promises until you sign and arrive on campus for recruits coming out of high school.

Salary cap would make it more manageable and easier for NCAA to monitor/regulate

$100,000/yr per star cap or less with a team cap like other professional sports. Managed by the school only. No extras.

Cap and a bargaining/ tampering period.
These kids shouldn’t be on the phone with college boosters the day of signing day being bought out.

It would lead to what it was before NIL (aka bagmen paying more under the table).

NIL is essentially a pay for play model, may have issues trying to cap amount a player can make but conferences/teams need some sort of management cap for amount teams can allocate for NIL

Each deal carries a minimum 3 year agreement. No transferring after every season for better deals.

Collectives are essentially pay for play. Collectives fall under NIL, when it wasn't the intended purpose.

Impossible. Tell a player he can't make X amount of money over a certain amount to do a commercial. Player sues. Player wins.

NIL isn’t an issue. Unregulated transfer portal is the crux.
Need a fair and consistent set of rules and standards for transfers and a real regulated “free agency” period. Bring it more from outside closed doors. Make it 2 year’s minimum, or back to the old rule. Need some level of roster consistency to keep the product at its best and fan interest high
Either way, All roads are leading to players unionizing, the conferences concatenation into the top 20-50 programs and cutting off everyone else from the NCAA to the other college programs and going full private (or get some unique deal from Congress) and turning it into basically its own pro league

Look I'm not trying to cover for the NCAA, but every time they try to enforce or implement some type of rules they've been sued in court. They've basically said screw it and let chaos ensue

Correct. The two combined lead to a complete cluster frick. NIL is never going away, and regulations that can realistically be put on it are almost non existent.
Transferring can more easily be controlled by the NCAA, but they lost all their balls.
