Is this where we're headed? The havingest of the haves and maybe some tag alongs teaming up in one NFL style affiliated league with 2 conferences, division winners, wild cards and 2 conference champs pitted for a title?

The Absolutes

Alabama
Ohio State
Michigan
Notre Dame
Oklahoma
Clemson
UGA
LSU
Florida
Wisconsin
USC
Penn State
Texas
Oregon
Auburn
Florida State
Texas A&M
Iowa
Tennessee

The Tag Alongs

Oklahoma State
Arkansas
North Carolina
Miami
Washington
Iowa State
West Virginia
Michigan State
South Carolina
Nebraska
Ole Miss
UCLA
Louisville

I sort of tried to pick the most valuable brands in addition to the most obvious power players. Thats how Tennessee gets in as an absolute despite their last decade of irrelevance. The 2nd tier is harder to choose from and I can be swayed to swap some out. Is UCLA relevant enough to include in this system? Does Louisville belong?

Apart from that, separating everybody into 8 four team divisions that make sense regionally is a tall task.

I might come back later and tally up what we're left with in the "left out league" from the Power5.

I'd prefer 8 8 team regional conferences. Conference winners go to an 8 team playoff for national championship.

Probably won't happen though. College football is going to be the south and Ohio State.

If this is the model, they would need a secondary conference and instituting relegation

I initially had them there and bumped them to Tier II but they've got an argument even though its not the early 2000s anymore.
