Snyder spent millions paying off refs and they're 50 games under .500 during his ownership tenure. That seems like his level of management.

Not sure this matches the claim about Bibbs in the 2018 season. I guess he got his first TD against Saints in week 5 then could have been starter at 10th game, but no way would he solidly be in place in the starting role based off this description:

On September 1, 2018, Bibbs was waived for final roster cuts before the start of the regular season, but signed to the team's practice squad the following day.[26][27] He was promoted to the active roster on September 22, 2018.[28] In Week 5, against the New Orleans Saints, he scored his first rushing touchdown as a Redskin.[29] He was waived on December 15, 2018.[30]

He’s the type to pay off refs to hurt his team.

He didn’t want to pay Cousins, so his bright idea would be to pay refs to not call holding and interference on the opposing defense so Cousins stats would suffer.
