In addition to WDE said I would speculate that the information gathered along with the autopsy can determine exactly what killed Kevin Ford. Maybe he was killed by the tire, struck by the wing, a combination of both or something else.
If a criminal case was to be brought against Stewart, then I would expect that the prosecution would have to have more evidence to the actual cause of death besides he was killed by a car driven by Tony Stewart.
