Why did Tony have less time to react than #45?
How limited is the view that, under a caution flag and moving relatively slowly compared to racing speeds, you can't see a stopped car and a person walking straight at you and trying to be seen?
That track is pretty wide, Tony is one of the most talented automobile manipulators anywhere, and he accelerated under caution, fish tailed his car, and killed a pedestrian.
If it was purely accidental, that would be incredible.

I have a question about race procedures while under a yellow flag, are the drivers allowed to change positions or are they "locked" in until the all clear is given? Secondly, under a yellow flag, are the drivers required to drive a specific speed?
