He produces runs, or guys in front of him get on base? In 2008, Hanley Ramirez hit .301/.400/.540 with 33 HR and had 67 RBI. Does that mean he sucked, or does it mean his team sucked at getting on base in front of him?

depends on what type of player you're looking at.
you shouldn't expect your lead off guy to have 90 RBI, but if you're looking at someone to put in the 3 or 4 hole, then yes, RBI is a very valuable tool to look at, along with slugging %, average with RISP, etc.

that's why you look at stats together, not one singular stat by itself. 33 HRs with .540 slugging proves the low RBI total is a fluke.

That's still not true if the guys batting 1-3 suck. Also RISP usually uses a small sample size and isn't reliable, and it's been shown that being clutch isn't really a thing over a long time period.
ETA: By thing, I mean a predictable and appreciable skill.

If I'm looking for a guy who I might sign to a long term extension for big money, I'm not going to base on a stat that is highly reliant on the play of people who bat in front of him.

The "big 3 of baseball stats" also completely ignore defense, which I believe is half of the game.

Well in the MVP consideration, defense isn't really a big deal at all.
