Because the rule as written doesn't say "2 feet," it says "both feet".

Seems important part to the rule. Why wouldn’t the same foot count towards this, if it touched down, came up, and touched down again?
Doesn’t matter as the calls it what is made, but for general discussion, seems to be a big flaw in the rule.
