It is if you have a quality roster and haven’t had a QB worth a shite in years (Redskins and Broncos).
Their rosters are just good enough for them to win a handful of games but their QB situation is bad enough that they can’t get over the hump.
Stafford on the Skins makes them a 10 win team next year. Wentz on the Broncos puts them in the 7th seed race. The worst spot you can be is that 4-12/5-11, not a top 4-5 pick but not in contention for a playoff spot.

Watson puts up good numbers.
His problem is more along the lines of Bill O’Brien being the coach and GM for much of his time in Houston.
