Pro sports franchises that failed to win anything despite having elite talent

What are some teams that come to mind who've had great players over the years but seemed to underachieve well below their potential? There are three teams that come to mind for me immediately.
Seattle Mariners from the late '90s- Had players like A-Rod, Griffey, Edgar Martinez, Randy Johnson, Jay Buhner, and Jamie Moyer in their primes from 1996-1999 but made only one playoff appearances and couldn't win a single playoff series over that four stretch
Orlando Magic- The Magic have failed to win a single championship despite having players like Penny Hardaway, Shaquille O'Neal, a healthy young T-Mac, and Dwight Howard not to mention three very good coaches (Chuck Daly, Doc Rivers, Stan Van Gundy) on their teams over the years.
San Diego Chargers- The Chargers have had some absolutely stacked rosters over the years and are the only team that owns Peyton Manning. However, they always seem to underachieve in the regular season despite playing in the weak AFC West and have failed to make it to a single Super Bowl in the last ten years.
Any others you can think of?

I remember seeing a list of the players in the Expos organization at one time. It was amazing how many all stars they had.

good call. they had to unload so many great players due to not being able to pay them. The 94 team was loaded and may have won it all if not for the strike.

this would be my top pick. no reason those teams should not have won at least a playoff series with the type of talent on those rosters.

I know the Lakers have won a shite-load of championships. But what about the 2004 team that had 4 future hall of famers. Shaq, Kobe, Malone, and Payton. I know they made it to the championship that year and lost to Detroit 4 games to 1, but I always thought it was absurd that they even lost that year.

1990s Steelers. Rod Woodson, Darren Perry, Carnell Lake, Greg Lloyd, Kevin Greene...but crappy quarterback play did them in.
