They were in the playoff Final Four* last year and had a lot of returning starters including their QB. It is a formula that has lead to teams being ranked high forever. There is a 12 team playoff these rankings are meaningless.
*spare me they only beat SMU and Boise State, unlike their ridiculous OOC schedule they didn’t pick the seeding you can only beat the teams in front of you.

To have such a huge fan base, near blue blood status, packed 100k+ stadium, and competitive roster, PSU has the least amount of energy and legitimate hype of any program I can remember that is similarly situated. No one takes them seriously.
They aren't above paying players but still won't put their name on a jersey. They recruit at a good, but not elite level, yet try to win with an ultra conservative style as if they are UGA and can maul everyone. The QB development is awful with a constant rotation of experienced "leaders" at QB who are supposed to be good but are not.
They are basically Switzer/Bielema's Wisconsin but at a much higher profile that makes you assume they should be great, but are not.

Penn State has 21 plays for 92 yards in the first half. They have zero turnovers, zero penalties called on them, and they aren’t playing in any sort of negative weather.

Interesting that you are posting this after they lost to UCLA
Also I wasn’t defending them but they did finish in the final four 4 last year that’s simply a fact and teams that do finish the previous season ranked high particularly if they return players like a starting QB get ranked high in the preseason, this is basic and has been for a while.
The season plays out how it plays out, no need to get bent out of shape about early season rankings especially now with a 12 team playoff
