They offered him something like a 4 year deal at 14 million per season. The guaranteed money was unknown though.

One other reason Bell might have turned the deal down is because it apparently wasn't loaded with any substantial guarantees. According to NFL.com's Ian Rapoport, the contract included $33 million in guaranteed money, which was going to be paid out over the first two years. Apparently, Bell wanted 17 mil/year though and lots of guarantees. Sadly, nothing else has come out regarding the guaranteed portion of the proposed contract.

That’s Todd Gurley money. I’m sure the guaranteed money was fine. He likely just wanted $16-$20 mil a year. Seems greedy
