You don't get it. His agent will be negotiating with the teams and they will know what the Pack wants before an offer is made.
What the packers want and what other teams offer are 2 different things.

I get that but that is not the way they play this game. My brother is a small time agent and I asked him this question and am relaying what he text back.
The other time this happened, Matt Cassell, that was exactly how the game was played.
They tagged, he signed, then longterm deal/trade happened

See- Kevin Kolb and Matt Schaub.
10 and 7 million dollars respectively.
Which doesn't mean Matt is worth a 20 million dollar signing bonus.

The difference was that Matt Cassell also played an entire year.

not saying that Flynn deserves what Cassell got
Simply pointing out that Cassell another low round draft pick who got his first taste of FA and then Franchised, jumped all over signing the tender offer when the Patriots franchised him

As part of the trade from the Eagles, Kolb agreed to a five-year contract extension worth a maximum of $63.5 million with the Cardinals, with $21 million guaranteed, according to a league source.

It was widely reported last summer that quarterback Kevin Kolb's five-year extension was worth a maximum of about $61 million. That's accurate. Where things became tricky, however, was how much was guaranteed. It was reported to be about $21 million. But the "guaranteed" money was actually closer to $12 million. That included Kolb's $10 million signing bonus and his first-year salary. I included that salary because it's safe to assume the Cardinals weren't going to cut him before he played.
