If there’s an incident pre-draft, everyone knows about it.

This is punishing them for something they 1. Already knew about before hiring them and 2. Something they were already likely punished for in college. Not exactly the same as later discovering something about a current employee’s past.

That will depend upon what the "cause du jour" is for the NFL as well as their media overlords, and how the individual player approached it from the time he was in grammar school to the present.
