The reality is, Canadian cities aren't large, and Montreal is an entirely different country than Toronto, let alone, say, DC or New York.
I'm a longtime NHL fan, and the Canadian cities are at a significant disadvantage when it comes to keeping talent or even generating enough revenue to make a go of it. I could be wrong, but I think Canada has the worst economy in the G7, and it's not particularly close.

Their share of the MLB TV market is all of Canada and Buffalo New York.
They are owned by Rogers communications, the national broadcasting company. They are at no disadvantage.

The Montreal metro is 4 million, the Toronto metro is 6 and the TV market is 9
Rodgers basically gets free programming along with a team that prints money so it's an incredible deal for them. The current Rodgers that owns them is also a baseball fan so that helps.
The NHL is a different story the Canadian TV deal keeps the league solvent yet the leagues cap hurts them due to the tax issue especially since the majority of them are the high earning teams. 5/7 teams made the playoffs as well
Quebec is a high tax bullshite province that doesn't help it's cause in these matters however. The Habs can get away with it because they're owned by the Molson Coors guy and are the most historic franchise in the league

What are you rambling on about? The Senators weren't supported in the same way the Expos weren't supported, because no one wants to go to games to watch a shitty team year after year. Also, the original Senators' owner was an explicit racist:

I remember watching an Expos game on cable when I was a kid. Moises Alou thought about stretching a hit into a double but stopped about half way and went to go back to first. His cleat got caught in that shitty arse turf and it looked like his leg just broke apart into pieces.
Me and my dad were about to puke.. so was the 2nd base ump
EDIT: all this time I've blamed the injury on Olympic Stadium but apparently it was the crap turf at Busch Stadium
