Probably, playoff tiebreaker is ROW (wins in regulation+overtime excluding shootouts) and it's 20-17 Winnipeg.

Yes. First tiebreaker is "points percentage". Basically, it means the Rangers have a game in hand. Rangers are in 8th, Peg is in 9th. However, the first tiebreaker at season's end (since tied teams will have the same points percentage by definition) is Regulation Wins. Peg has that over the Rangers, Caps have it over Peg.
Magic number stays 7. If Caps go 3-1-1, they win the division regardless of what the Jets do. If one of those wins is over the Jets, the Caps just need to go 2-2-1 to win the division, even if Jets win every other game.

Caps might be able to secure the division going 2-3 (if they beat Jets before shootout). If Jets go 4-0 in the other games, if only one of those wins is a shootout win, Caps win the second tiebreaker (head to head).

Caps have 3rd tiebreak anyways, points head to head, 6 points Caps 2 points Jets with only one head to head game left.
So Peg would have to jump 2 ROW wins.
