They can have like a horn or light go off when it crosses the line.
It would be similar to the NBA shot clock and backboard light.
They compare that signal all the time to see if a player had released the ball yet.
The same system should be able to be adapted for the NFL.
On a side not I feel more cameras need to be utilized in the NFL. They have plenty of money rimland it happen.

That's basically the plan, the head of UEFA came up with, it's controversial but IMO it's a fantastic idea.
The Luddites at FIFA are against any sort of technology in the game, stating that part of football's appeal is that anyone round the world can play it with just a ball.
Having seen the computer generated replays we have in soccer though, I can see how these chips could aid refs in the NFL. Basically you could have a computer generated image showing where the ball was relative to the goal-line/first down marker etc and relative to the pitch, so it would be obvious if it had hit the floor. The only problem would be players knees etc in the middle of a pile, how do you see those?
