Some teams put their best sprinter on that second leg, the trick is get the stick early and hand off late, giving that stud more of the relay.

One thing I’ve never understood about relay races, is that if the whole time is what matters, why does it matter which order your runners go in? They are all still doing one lap around the track

In HS and college you'll have hurdlers and long jumpers out there, rarely do these schools have 4 stud sprinters. Hell, hurdlers Jerry Tarr Oregon, Earl McCullouch USC lead off world record teams.
You want your two fastest cats on that second leg straight and on anchor to bring it home, never running your studs around a curve.
At the world class level and national teams most these guys have a pet leg they excell on and have a ton of experience at. Justin Gatlin has that second leg down, while Jon Drummond was known for his start, yep...lead off. Shawn Crawford a great 200m man he excells on that third leg with that turn.
That great Canadian team..

It works like this...
You check out the threads, find a few that interest you so ya ckick on and get involved. What ya don't do is enter threads that don't interest you to be a pest, ok? You had to be told that?
You never see me in others threads being a pest, if a thread isn't for me I'm not there. And, most my threads get plenty of action so...????

Except for 2008 and 2009 when Jamaica ran peak Bolt on the third leg.

I’m well aware of the difference. Their top 3 performances aren’t because they had Bolt on anchor, they’re because they ran Yohan Blake who wasn’t available in 08-09.
