Because in 6 games with Carson Palmer last year (before Palmer got hurt for the year), Ginn had 4 catches for 54 yards and zero TDs.
For the rest of that year with the other AZ QBs, he had 10 receptions for 136 yards and zero TDs.

Carson Palmer has at least 3 (maybe 4) WRs better than Cam Newton's #1 WR.
