Bandwagon fanbases are a good thing. If the product sucks, fans have the right to not spend their money on it. It incentivizes the owner and GM's to improve the product.
If you don't have a bandwagon fanbase, complacency can set in. The fans will show up no matter what, so there's no extra motivation from an ownership or management end. Look at the Dallas Cowboys.

He opted out this early so he can get in touch with both Kevin Love and Carmelo Anthony to tell them he is going back to Cleveland and he is advising the Cavaliers in the final week on who to draft. He is giving both of them enough of a chance to realize that one of them is playing with him in Cleveland alongside Lebron, Kyrie and Wiggins/Parker.

Cleveland might be the worst city in America to live in. Why would he want to leave Miami for Cleveland?
