I doubt the movie will even focus on the why of the suspension, just an in passing kind of thing.
It will almost solely focus on the little league football aspect and I'm sure be totally wacky

Yeah, as long as you use their logos and names properly (for football sequences, commentary, etc) the NFL can't really do anything.
It's kind of like how movie review YouTube channels can still monitize their own vidoes when they show copywrited films and TV shows, as long as they are "commenting" on the movie.
