I like the first and last ideas. The tourney doesn’t sounds good to me, but I would like to see more details.

They’re trying to fit a square peg in a round hole. No need for it; the ideal format has already been developed and is employed in virtually every other major country around the globe.
Switch over to international soccer format and go with a relegation/promotion format. Basketball teams are small enough that you can easily fill out 60 teams with entertaining, compelling talent. Make 3 leagues of 20 teams each and operate in a promotion/relegation format akin to the EPL.

I actually like the tournament idea. Basketball is a tournament sport and the NBA largely misses on that
