You could make the arugement for it, but i've had him ship into oaklawn one too many times and get way too cute for my liking and lose me money.
if by BEST you mean, the jockey with the most talent and experience and is given the same horse is most likely to win and get a good trip, I'd still take Mike Smith over anyone else.

He is the fairest jockey, when the rail is dead, he won't ever even try looking at, while other jockeys go and die on it.
If it's playing speed, he won't try to close from last. One of honest riding jockeys in colonies.
It's ortiz year. Rosario doesn't have the mounts to get into top jockey talk, even though he's been great. Hell, Geroux has been really good, and has rode less than Rosario
