A few thoughts about comparing Europe to the US:
-There are a few teams with new stadiums that weren't built for a WC or Olympics, such as Arsenal, Lille, and Juventus.
-The relegation system means that the big leagues has less leverage over the cities.
-Real estate costs and construction costs are generally higher. It's harder to find good sites that are close to rail lines.
-As mentioned earlier, they don't have the demand for luxury boxes that is driving the current boom in the US.

Here is the other thing, in most of the world they simply don't have the spectator culture that we do in the US. They love their soccer in Brazil, but those stadiums are almost always empty, same for most of Italy. Places will fill up for the big games, but not most of them.
Only 5 Italian teams average more than 30,000 a game, in France only 3 teams, Spain 7.

Without salary caps, billionaire owners can buy whoever they want to, build as big of a stadium as they can, and not worry about making a profit. The more money they are willing to pump into a team, the better players and facilities they can get.
The owners of teams like Manchester City or Chelsea spend hundreds of millions of dollars in transfer fees, knowing that they will never return a profit. But it doesn't matter to them. They've got the money, they'll spend it.
European soccer owners want to win by any means necessary, and that usually means spending more than the team makes. It becomes a billionaire's plaything (especially at Chelsea) over a profitable business.
Arsenal goes for profits, they haven't won a trophy in a while.
Low-level Manchester City gets bought by Middle Eastern tycoons, they pump billions into the club so they can win a championship. They are not worried about the bottom line. They're not in financial danger because these guys have billions upon billions of dollars to spend.

Those stats are a bit misleading.
There are only about five Italian teams that should average more than that number (AC, Inter, Juventus, Roma, Lazio).
French soccer is dominated by three teams (PSG, Lyon, Lille).
Spain has the two biggest clubs on the planet (Real, Barça). Look at their attendance numbers. I don't have the numbers in front of me, but I guess that Atletico, Valencia, Sevilla, Malaga, and maybe Bilbao are the other five. Past those teams, there aren't many big teams in Spain.
Also, look at England's and especially Germany's average attendances by team. Germany is only behind the NFL in average attendance worldwide. England is a couple of spots behind.

I've heard there has been a big push to bring it back. Tulane people hate the Superdome. They think a new stadium would help them rebuild their identity and brand.
Problem is too many NIMBYs to deal with.
