I can see you never played baseball. You don’t think a fielder knows where the runner is before throwing to a base? This idea would not achieve anything and might be one of top ten most ridiculous arguments to change baseball for the better that I ever heard.

Teams are allowed 2 pitching changes a game.

After that, position players already on the field must pitch and the 10-run rule goes into effect
