How much would it change football if you had to touch the player on the ground

Not just touch them to get them to the ground, but touch them while on the ground

He's basically saying if you shove someone down, but don't touch them when they are actually on the down, the play would still be live.
For a real answer, you'd get someone killed. Players would literally be diving at every single player when they go down.

It would suck to be the ball carrier when a LB jumps on top of you when you're on the ground.

How often are players tackled where they are not being touched by the opponent while on the ground right now?
I cant imagine it being more than half a percent at the highest

You’d definitely see a significant decrease in launching to tackle. Maybe you’re on to something.

This and like 99% of the time the players on the ground won't be quick enough to get back up and run before touched anyway.

In those days when dinosaurs roamed the earth (mid-1950s) and pro-football was not on nationwide television, the only glimpse we got of the NFL game was Movie-Toon news before the Saturday matinee.
In those pre-historic days, the NFL had such a rule as the OP proposes - a ball carrier was not down unless he was tackled in the grasp. A ball carrier could get tripped up or pushed down and roll over and continue the play. The rule was changed because of injury potential.
We emulated those plays on our sandlot games, the bigger guys would struggle out of the grasp and run for a TD. Many scrapes and bruises back then.

I hate to revive an old thread, but it wasn't until this evening that I was able to research this question.
The rule proposed by the OP was, in fact, the NFL rule until 1956 when the "down by contact" rule was adopted.
