Possibly because these leagues don’t care about it as much either. Even if it someone streams illegally it can still create engagement and grow interest in the sport (especially with younger generations) through other ways like FF or social media content.
And/or there’s way too many streams these days that they don’t bother

Several years ago, folks were using counterfeit chips to pirate DirecTv. DirecTv sued hundreds if not thousands of individuals in federal courts in Louisiana alone.
The pay per view companies used to file suits against local bars and such that would pirate, or maybe pay for a residential license, then show MMA or boxing in their commercial establishments. Maybe the bars got the message; haven’t seen those in a few years.
The copyright laws have statutory damages and attorney fees provisions, so violators can get rung up for thousands, not just the $49.95 they skipped out on.
