My solution:
347 D1 teams.
Eliminate the bottom 27. (Try to win 5 games next year, guys).
That leaves you with 320.
Pull out the Top 32. RPI, rankings, whatever. They are exempted until the "Big Dance."
Down to 288 teams. Pull out the *next* 32. Exempt them until the "Little Dance" is over.
256 teams remain. Rank, seed, send to regionals (The 1 seed (or 65th best team in the country) plays #256 and so on....) Have a 3 game weekend. 256 teams become 128, 128 becomes 64, 64 becomes 32.
Match these 32 with the "second" 32. Rank, send to neutral sites.
The winners of this round go to the "Big Dance."
That's entertainment.

Is that really a rule? That would limit it to I think Houston, Indy, Dallas, New Orleans, Detroit and Atlanta. You could probably add Minneapolis when they get the new Vikings stadium built.
Basically. They are all but requiring bids to have the court set at midfield of a football dome.
