Not yet.
I stress “yet”.
A bunch of Big Ten players are trying to get answers out of the conference and I believe they are trying to get transfer approval from the NCAA if the Big Ten doesn’t restart.

No and only the graduate transfers with guaranteed immediate eligibility will. It's too late and the waiver process would be a drawn out joke of a process. Some may start but they will do so with the expectation that they will still be sitting out this season.
As much as I'm ashamed to say I agree with the NCAA on anything, I would agree with them not allowing a mass exodus of players from those conferences with waivers to play immediately. Have to think of the long game here. It isn't beneficial to anyone for the collapse of those 2 conferences as we know them and that's what allowing the kids to transfer without penalty would do. Is 1-3 years of having a player in your program worth the long term effects it would have on college football as a whole? I think not.
Also the hypocrisy is evident. These same people protesting for their right to play also ,as a majority ,support the politicians that support the lockdowns. You reap what you sow. Typical liberal "rules don't apply to us" victimizing bs.

Any draft eligible player is getting screwed. They want to start up after Thanksgiving.they would be playing the season druing the combine. Thats not going to work for the players that are going into the NFL also when the finish in mid late march do the ncp teams have to play them on a t+ month layover

They can always transfer to a school closer to home.
