if you don't intentionally move the at address and don't ever contact the ball, it should always be penalty free to replace it to its original spot on the green IMO

or if you just never contact the ball and it moves, replace it

My suggestion is that if the ball moves away from the hole you play it as it lies once it stops... if it moves towards the hole you replace it in the original spot without penalty.

I think this rule needs to be changed for ON THE GREENS ONLY. The greens today are just too fast for these old school rules to be fair to the players.

I agree, which is why a penalty called in from home for that is such bullshite. It is inconsequential at the time, but when you find out on the 3rd shot on the 3rd playoff hole it is a huge deal. They aren't going to let you go back and play the last hole and a half again, so why go back and assess the penalty?
