It’s not just in the NBA, it’s at every level it seems like. A few years ago I got roped into keeping the stats for my old high school’s football team. After the game I would notice our guys posing for pictures to post on social media, hanging out and cutting up with family members and other fans, and the like. Then I’d look across the field and doing the exact same thing. I couldn’t imagine when I was in school smiling and posing for pictures after just getting drummed by 4 touchdowns. Shoot, win or lose we shook hands with the other team and then jogged into end zone to listen to what coach had to say, then loaded up, and rolled out. Pats on the back and well wishes from parents and other fans were normally given as we were getting on the bus to head back or at the locker room. But it’s different outlook on life now I guess.
ETA. And I don’t mean “rap culture” by my example, but the social media and overall laxed attitude. But then again, maybe we were all taking stuff way too serious too. It’s yin and yang I guess.

OP was trying to say it's millennial black rap culture to be addicted to your your phone w/social media and I simply pointed out our white AF old as hell President is on his phone using social media all the damn time too.
Or long story short, always being on your phone isn't some sort of rap culture thing. It's just how most people are these days.
