I don't think he is in trouble with the US. But I am sure those governments over that have hostages aren't really cool with people smuggling gold into their country to free them...
I can honestly say, I have no idea what this story means exactly.

I don't see how you got to that conclusion. The Chronicle article basically says Mutombo was trying to sell gold that wasn't allowed to leave the country.
When it seemed like Mutombo was going to get much less than the initial cut, the deal went haywire...

Dikembe Mutombo knows that Ron Paul is going to be the next President of the United States so he's trying to smuggle as much gold into the United States because he knows it's going to be our next currency.

ETA: And Mutombo comes across as fairly shady - he's dealing in conflict minerals, misrepresenting himself. He may not be in trouble here or in Congo (not even a country really) but his reputation as a good guy has been damaged.

Pretty sure that the Democratic Republic of Congo and the Republic of the Congo are both active nations.
