You're right. He could put together better super teams because the Bulls were given a salary cap exception to be able to pay way more than their opponents

Wtf they did not have a super team. Rodman had zero offense. They were below average at point and center and thin as hell. The "exception" is the Larry Bird rule that everyone gets right? You're allowed to go over the cap to resign a player who has been there a certain time
