The big limiting factors here will be offensive continuity and roster spots.
It's hard to keep continuity when you've got 2-3 QBs rotating in and out on a regular basis and it's hard to keep a bunch of them on the roster to be used like Kleenex without having them pull double-duty somewhere.
The best way around such a problem would be to have a bunch of guys playing skill positions in the vein of Antwan Randall-El, Brad Smith, etc., who were QBs at one point in their career and capable of doing it for spot duty.
If they aren't listed as the third QB on the roster, there aren't substition issues with using them as such.

It's absolutely about the players. Keeping a good core group of players is key. You can't run any system without good players.

Maybe in college you can, because you can recruit anyone you want. NFL isn't really like that. These systems may have some success at first, but they tend to get figured out fairly quickly but NFL coordinators.
Also, why draft or sign three average qbs instead of trying to get one really good one that can run this type of system like Wilson, RG3, Kaep, etc?

A good portion of the Falcons starters aren't homegrown. Abe, Dunta Robinson, Asante, Turner, Tony G.
The 49ers and Redskins are running watered down versions of Kelly's offense this season so I could see it working. Tebow would be an excellent fit for his offense and would be fun to watch.

Considering he is rated in the 20's in wr ratings for the draft and normally over 30 are taken, I'd say he has a great chance. I'll say he goes 6th rd after a great combine.

Kelly talking coach-speak,everyone that actually has watched Foles play as a pro (not highlights) has noticed he has an alarming lack of velocity on his throws.

i believe tebow would be a good fit for his offense.. yea not a keeping for long term but grab him instead of vick and wait for mariota or johnny football to hit the draft and invest into defense in the meantime. i think that geno would be a terrible investment but thats just me. he will just grab michael clay and alonso from the draft..
