Can someone explain to me footballs false start penaltiy - when someone flinches its a false start, but I just watched a trick play where the usc quarterback is walking around talking touching linemen and shite and they snap it and its okay? Same when everyone stands up from their stance to look at the sideline or whatever.

QB isn't on the line and is allowed to be in motion.
As far as the linemen movement, they can usually move their heads but not a part of their body that may simulate the start of a play.
