I believe he was faced with the option of having surgery and sitting out the year, go to college an not be draft eligible for another 2-3 years or do what he did, go to an academy or JC and be eligible for next year's draft.
I can't remember his exact line of thinking, but I suppose he chose to rehab with the hopes of pitching this spring, proving he was healthy, and being a top pick again this summer.
If his elbow really is as bad as the Astros said, he should have signed the damn contract, had surgery, and gotten paid to rehab. The current situation could end up costing him a fortune.

i didn't think he did any of that and just disputed the findings of the astros.

There was nothing wrong with him, the Astros just found that he had a higher risk of tearing his UCL, due to its size. As far as I know they didn't find any damage. That's why they reduced their offer. He decided he wouldn't take their offer and would showcase at IMG and look to get drafted high in this years draft.
If it's anything serious he can kiss that goodbye. May have to go to a university after all, which I don't know if the NCAA will allow that due to his work with his agent.

Severely doubt the NCAA will allow him to attend a 4 year university
