This would put teams that play ball-control/defense at a significant disadvantage, such as the Ravens or Bills.

I might be in favor of a 4th & 15 option with major tweaks to the current proposal.
1) Defensive penalty such as holding, PI, or roughing the passer doesn’t make the conversion successful. Similar to a 2-pt conversion, the yardage is marked off, and the offense is still required to gain 15 yards on the next play.
2) Move the ball back from the 35 yard line. A successful conversion would mean that team has the ball across the 50. Move it at least to the 20 yard line.
