Then they both got it wrong lol. I guess 2 yards not important enough to stop play. Theres been multiple not called illegal procedure for receivers not being set at the snap. I don’t think the refs are missing it, just too lazy to throw the flag.

He held his right arm down and was all over him when he was trying to tip it.....offensive PI could have been called and would have been called with any group of competent reps.....however like I said with the refs this game has and the way it has gone it makes sense it wasn't.
